Berlin - Redoubling the government's activities dedicated to the protection of intellectual property rights (IPR) is a core element of Taiwan's national policy. The government recognizes that these activities increase the attractiveness of Taiwan as a site for the undertaking of innovative research. Moreover, strong IPR policies are integral to our efforts to upgrade our industrial capacity and maintain our global competitiveness. Providing the proper legal infrastructure for the protection of IPR is a prerequisite for successfully advancing our strategy of becoming a key technology-based research and development center in Asia. As Taiwan's economic structure moves from one that is skill-intensive to one that is knowledge-based, intellectual property assumes an increasingly pivotal role in our future. Accordingly, the government has adopted aggressive IP policies, which seek to facilitate innovation and research.

As a WTO member, Taiwan completed its first IPR review exercise at the TRIPS Council meeting in late November 2002. However, to fulfill its obligation as a WTO member and to be fully consistent with TRIPS Agreements, Taiwan has amended its Trademark, Patent and Copyright Acts in the last two years.
To demonstrate the seriousness and determination of our efforts to deal with IPR infringements, the Executive Yuan (EY) of Taiwan government proclaimed 2002 as the IP 'Action Year'. The EY approved the associated action plans, assigning responsibility to various ministries for the various elements of the overall plan, including heightened public awareness, education, training, and enforcement. Upon the successful completion of the elements of the 2002 Plan, a follow-on Comprehensive three-year (2003-2005) Action Plan on IPR Protection was implemented on January 1, 2003. The new plan is designed to continue and build upon, without any interruption, the robust enforcement campaign undertaken in 2002. The objectives under the current plan will achieve further improvements in Taiwan's IP regime.
